3.07.02. Fees are fair and reasonable if they are warranted by the circumstances and proportionate to the services rendered. In determining his fees, the member must in particular take the following factors into account:
(a)  the time given to the carrying out of the professional service;
(b)  the complexity and importance of the service;
(c)  the performance of unusual services or services requiring exceptional competence or celerity.
